Chikorita (Happa)- The grass starter, it was released but it used to have ear-like things and it was like a slug or something, but at least this one was released later, unlike the next two starters.
Flamecub (Honoguma)- The fire starter, it used to be a fire bear and some say it was redesigned into Cyndaquil, but I think it was just scrapped and left out. 
Kurusu- The water starter, and probably one of my favorite beta Pokemon, I know it looks somewhat plain, but it could have had a great evolutionary line. I don't think it was redesigned to become Spheal.
Ledyba- This is what we call the 'Bug-Fighting type Ledyba', I totally redesigned the appearance of beta Ledyba to look menacing, and it would have been cool to have this Ledyba.
Marill (Mariru)- My speculation about this Pokemon, is that they originally wanted Marill to be a Normal type Pokemon instead of water, judging by other cute pink normal types such as Jigglypuff, Clefairy, Tabunne, Chansey, etc. I would like it to be a female variant of our current Marill. Peritop- I think this Pokemon was going to be released, but when someone thought about Hitmontop it was dropped due to their similarities. I'd like to have it because it's a total mystery. Laketoise- I don't really think this was an early Torkoal design, instead I would like to say it shares some similarities with the newly released Pokemon Purotoga, however they are really different and I think Laketoise could have had a poweful evolution line. Ness (Lapras)- Ness was the first name that Lapras had, and this design was the first look of it, while some say it would be awesome as a 'prehistoric Lapras', I think it should at least be a male variant of Lapras.

There is a bit of similarities, though I'd reckon Lapras would be the 2nd and Kurusu Basic
Or Lapras would have been the last evo of Kurusu in the Starter set
Hopefully we can get Kurusu on the future, as a starter or as a Lapras pre evolution
